On October 17, 2025, the joint laboratory signing ceremony and International Advanced Laser Alliance exchange event were held at the Haidian Science City New Quality Productivity Creation Center. The institute was jointly initiated by Nobel Laureate in Physics and Inventor of the Femtosecond Laser, Gérard Albert Mourou, and renowned physicist Professor Toshiki Tajima.

The joint laboratory consists of 11 institutions and enterprises, including Peking University Third Hospital. A joint construction agreement was signed with the leading unit of the Alliance, focusing on collaboration in core areas such as high-power laser devices, laser medical equipment, and industrial laser applications. Peking University Third Hospital, as the only medical institution in this signing ceremony, was represented by its President and Director of the Oncology Center, Fu Wei, who signed the agreement. He stated that the jointly established Femtosecond Laser and FLASH Radiotherapy Laboratory will focus on the research and development of a laser proton scalpel for precise tumor treatment, which is expected to be put into clinical use and benefit millions of cancer patients. Professor Mourou evaluated this technology as possessing both significant scientific contribution and social value, and a typical case of integrated education, technology, and talent development.
